Celina Announces $15M Trackside Junction Downtown Development

The City of Celina and the Celina Economic Development Corporation announced Trackside Junction, a $15 million private investment in Downtown Celina.

The City of Celina and the Celina Economic Development Corporation (CEDC) announced Trackside Junction, a public-private partnership representing a $15 million private investment in Downtown Celina. The project is the result of a year-long collaboration between the City, the CEDC, and Nack Development.

Trackside Junction will include retail, restaurant, office, event, and luxury residential space. The development adds 15,000 square feet of new commercial space, aiming to connect the historic square with Celina's growing Entertainment District. The project extends commercial activity along Louisiana Drive to support a more walkable and active downtown.

Mayor Ryan Tubbs stated, "Downtown is where our story began, and it's where we continue to invest in our future." He noted that the project reflects a shared belief in growth that respects history while creating opportunities for businesses, residents, and visitors.

Donny Churchman, President and CEO of Nack Development, said, "Communities like this don't come along often. We're honored to partner with the City of Celina and the Celina EDC to help write the next chapter of Downtown's story." He added that the goal is to create places where people gather and businesses succeed.

The development marks the City's first significant use of Tax Increment Reinvestment Zone (TIRZ) No. 11 funding to support a specific economic development project. Created in 2017, TIRZ No. 11 allows the City to reinvest a portion of future property tax value from new development back into the Downtown area.

This funding mechanism is designed to encourage additional private investment and strengthen the district over time.

Clint Bissett, President of the Celina Economic Development Corporation Board of Directors, described the project as an important step forward. He said, "Great downtowns don't happen overnight. They grow through intentionality, partnerships, long-term thinking, and investments that create lasting value." Bissett noted that Trackside Junction supports local businesses and builds on the unique character of the downtown area.

City leaders stated that the project balances new investment with the character of the historic district.
