Second story planned for 139 N. Ohio St. building under $150,000 incentive deal

The EDC board takes up a Chapter 380 agreement Tuesday that would split $150,000 in reimbursements with the city for a renovation adding office space and street-level retail; council follows Oct. 13.

A one-story building on North Ohio Street could grow a second floor under an incentive agreement going before the Celina Economic Development Corp. board on Tuesday, Oct. 6.

The proposed Chapter 380 economic development and performance agreement involves the city, the CEDC and CJS Family Properties LLC, which plans to renovate and expand the existing building at 139 N. Ohio St.

The project

According to the CEDC staff memo, the renovation would create 1,410 square feet of first-floor retail space and add a second story with 2,023 square feet of offices.

A staff presentation in the meeting packet lists the scope as a full renovation and remodel, the new second story, a limited-use elevator, a fire sprinkler system and a new sewer line to replace a shared cast-iron line that now runs from adjacent businesses.

The developer would have to spend at least $750,000 on qualified improvements, start construction by Oct. 31, 2026, and obtain a certificate of occupancy by Dec. 31, 2027.

The incentive

The city and the CEDC would each reimburse up to $75,000, for a combined $150,000. Neither would pay anything up front. Each would pay $25,000 when the certificate of occupancy is issued, another $25,000 on its first anniversary and a final $25,000 on its second.

In return, the business must begin operating by Jan. 1, 2028, and create and keep at least eight full-time-equivalent jobs from March 31, 2028, through the agreement's end on Dec. 31, 2037. The office and retail space must stay in active use for the full term, and the agreement also requires employment verification and membership in the Celina Chamber of Commerce.

The packet does not name a tenant for the retail space.

Staff recommends approval. If the board agrees, the agreement goes to City Council on Tuesday, Oct. 13, for final consideration; state law requires council approval of EDC spending.

Also on the agenda

The board's noon meeting at 112 N. Colorado St. includes a work session on a proposed "Celina Connection" program. Staff describes it as a way to bundle sponsorship and partnership requests from the EDC, downtown programs and city departments into coordinated packages so local businesses are not approached separately for each event through the year.
