Celina Appoints Will Janney as New Director of Engineering

Will Janney begins his role as Celina's Director of Engineering on June 8, bringing nearly 20 years of infrastructure experience to the city.

The City of Celina has appointed Will Janney as its new Director of Engineering, effective June 8. Janney will lead the city's engineering operations and oversee the planning, design, and delivery of critical infrastructure initiatives that support Celina's continued growth. In this capacity, he will guide the advancement of transportation, utility, drainage, and capital improvement projects designed to enhance connectivity and strengthen public services.

Janney joins the City of Celina from the City of Frisco, where he has served in various engineering leadership roles since 2016. Most recently, he worked as Capital Projects Manager. During his tenure in Frisco, he helped oversee and execute more than $500 million in capital improvement projects. These efforts included major roadway expansions, water infrastructure enhancements, stormwater improvements, and utility coordination. His experience also includes managing the design and construction of a six-lane roadway project, 20-million-gallon ground storage tanks, and a pump station to support long-term utility capacity.

Prior to his municipal leadership roles, Janney worked in the private sector at BGE as a Client Relationship Manager. In that position, he oversaw multidisciplinary teams responsible for designing mixed-use developments and civil infrastructure projects with collective construction budgets exceeding $60 million. Earlier in his career, he served as a Project Manager with Halff, coordinating engineering teams on land development, roadway, water, sewer, and stormwater projects across North Texas communities.

Janney is a licensed Professional Engineer. He holds a Bachelor of Science in Civil Engineering from the Colorado School of Mines and a Master of Business Administration from the University of Texas Red McCombs School of Business.

City Manager Robert Ranc highlighted Janney's qualifications in a statement. "Will's depth of experience in municipal engineering, infrastructure delivery, and team leadership makes him an outstanding addition to our organization," Ranc said. "As Celina continues to experience tremendous growth, his expertise and strategic approach will help ensure we continue delivering high-quality infrastructure and long-term solutions that serve our residents both today and in the future."

Janney expressed his enthusiasm for the new position. "Celina is one of the fastest-growing communities in the country, and I'm honored to have the opportunity to serve the City during such an important time," Janney said. "I look forward to working alongside City leadership, staff, and the community to help guide infrastructure projects that enhance quality of life and support the City's long-term vision."
