Celina's new library and city hall building is nearly done, and the City Council is being asked tonight to add $495,357.50 to its construction contract for a list of extras, the largest being a $148,000 video wall on the rooftop.
The change, listed as Amendment 5 with construction manager Swinerton Builders, would bring the price of the Downtown Center project to $80,086,664.50, according to the staff memo in the council packet. It would also add 15 days to the schedule, moving substantial completion from Dec. 28, 2026, to Jan. 12, 2027.
The memo says the video wall equipment has a long lead time, so the city plans to account for that item apart from the rest of the contract.
Why the extra money
The memo says the job was awarded when architectural and engineering drawings were only half finished. Celina typically sets aside a 10% contingency on projects, but this one carries 3.8% in total, 1.24% for the owner and 2.58% for the contractor, according to staff. Items requested by city departments since then have used up the owner's share, so staff wants to raise the allowance.
What the $495,357.50 covers
- Fire code changes, $46,358: alarm and sprinkler revisions requested by the Fire Marshal's Office, including drawing changes after the halfway point.
- Building items, $111,453.50: taller elevator doors (8 feet instead of 6), protective coating on restroom floors, security cages in the basement, roofing and HVAC wiring changes, and trash and storm sewer adjustments.
- Technology, $162,468: security cameras in the garage and elevators, more wireless access points including on the rooftop terrace, telecom conduit, five people counters at the library entrances and wiring for a rooftop video wall.
- Supplemental items, $175,078: mostly the $148,000 rooftop exterior video wall, plus finish work and an elevator pit change.
The memo says bond funds will pay for it.
