Two Light Farms trail links in line for $97,875 in county open-space money Monday

A county advisory board recommends fully funding a Cypress-Eastland trail connection with a low-water bridge and a Worthington Way sidewalk link, part of $4.36 million in park grants on the commissioners' consent agenda.

Two small trail projects in Celina's Light Farms community are on the list for Collin County parks bond money that commissioners are scheduled to approve Monday, Oct. 12.

The Collin County Parks Foundation Advisory Board recommended paying the full amount requested by the community's municipal utility district, listed as MUD #1-Light Farms, for both projects:

  • Cypress-Eastland Trail Connection and Pedestrian Bridge: concrete sidewalk and trail and a low-water bridge. Total cost $43,740.29; request and recommendation $21,870.14.
  • Worthington Way Sidewalk Trail Connection: concrete sidewalks and changes to irrigation. Total cost $152,009.56; request and recommendation $76,004.78.

Together the two awards come to $97,874.92, covering half the cost of each project.

How the money is divided

The grants come from the county's Parks and Open Space Project Funding Assistance Program, paid for with Proposition D of the 2023 county bond election. This is the program's third round from that bond. Commissioners set aside $4 million for this year's cycle, according to a memo from Assistant Director of Engineering Tracy Homfeld.

The advisory board reviewed nine applications and recommended eight, for a total of $4,357,732.52. The amount above $4 million would come from savings on completed 2023 open-space projects. Land purchases get first priority, followed by regional trail connectors and other trail projects, and then capital improvements for open space, the memo says.

Other recommended awards include $1.277 million toward a $10 million reinvestment at Frisco Commons, $500,000 for Wattley Park in McKinney, $230,000 for design work at Allen's Molsen Farm, $158,357.60 for accessibility and safety work at Josephine City Park and $94,500 for a pedestrian bridge and trail design in Lavon. A gazebo replacement in Parker was not recommended.

When it comes up

The item is listed among consent items for Monday's 1:30 p.m. Commissioners Court session in the county administration building on Bloomdale Road in McKinney. Consent items are usually approved together in one vote unless a commissioner asks to discuss one separately. A draft court order says the awards would come with budget amendments to move the money.
