Prosper is set to hire the contractor already extending the Dallas North Tollway toward FM 428 to rebuild the tollway's northbound frontage road through town and reshape the Frontier Parkway intersection at the tollway.
The Prosper Town Council will consider a $9,663,737 construction agreement with Mario Sinacola & Sons Excavating on Tuesday, Oct. 27, plus $400,000 set aside for changes in the field, for a total of $10,063,737. Two related contracts are on the consent agenda: $98,700 to Halff Associates for the design and $113,034.91 to Beyond Engineering and Testing for materials testing.
Why the work is needed
The North Texas Tollway Authority awarded Sinacola a $391.9 million contract in December 2023 to build the tollway's main lanes from U.S. 380 to FM 428, with overpasses at Lovers Lane, First Street, Prosper Trail and Frontier Parkway, according to a memo from Prosper engineering director Hulon Webb.
Prosper is paying for a third lane on both frontage roads and for Texas U-turns under the bridges.
Under a 2003 agreement among Prosper, Collin County and the tollway authority, the town maintains the frontage roads. The memo says the two existing northbound lanes are in such shape that they must be rebuilt to tie in with the new third lane.
The design covers about 14,000 linear feet of removal and replacement, from roughly 1,200 feet north of U.S. 380 to Frontier Parkway, along with traffic control plans and detour routes.
At Frontier Parkway, the tollway authority is widening the road beneath the new overpass, but the intersection west of the tollway is not laid out to let eastbound drivers reach that wider section. The contract would expand the intersection on the west side and change the approach on the east side.
