Celina's SH 121 and SH 289 Stretches Are on TxDOT's List, Without Costs or Dates.

A ten-year transportation program approved by the Texas Transportation Commission on Aug. 27 projects $16.5 billion combined for TxDOT's two North Texas districts, Dallas and Fort Worth, out of a statewide plan of roughly $138 billion.

Within that regional figure, $491 million in the Dallas district and $200 million in the Fort Worth district is attached to Texas Clear Lanes, the state effort aimed at its most congested chokepoints. Denton County's Interstate 35W and Dallas County's Interstate 345 are listed for additional funding under the program, TxDOT's Dallas district says, with no start dates set.

None of those figures is a commitment. The program forecasts what could be funded rather than budgeting it, and a corridor listed in it has no guarantee of construction. TxDOT Dallas district public information officer Tony Hartzel has said funding levels can change and that the plan does not tie money to projects in a way that assures they will be built.

The Celina corridors

SH 121 from FM 455 to CR 635, the stretch north of the Collin County Outer Loop, and SH 289 from Grayson CR 60 to US 380 both appear on TxDOT's project list.

Neither page publishes a cost or a schedule. The SH 121 page's most recent public meeting was in 2016.
