The Texas Department of Transportation has initiated a heightened enforcement effort targeting impaired drivers ahead of the Fourth of July holiday weekend. The campaign, titled "Drive Sober, No Regrets," runs through July 6 and aims to reduce traffic fatalities by increasing police presence on state roadways.
The initiative honors the memory of Carly Beatty, a 19-year-old Texas A&M University student who died in 2019 near College Station. An intoxicated motorist struck Carly while she was walking home alongside two friends. Her mother, Sue Beatty, who resides in Frisco, is a central figure in the current outreach efforts.
Sue Beatty established the nonprofit organization Carly’s Way in 2019. The group operates to support local animal shelters, fulfilling her daughter’s childhood ambition to become a veterinarian. The organization also uses its platform to educate the public about the dangers of driving under the influence.
State data highlights the scope of the issue. TxDOT reported that 1,254 individuals lost their lives on Texas roads in 2025 due to impaired driving. Within the Dallas and Fort Worth metropolitan areas, 258 deaths were attributed to intoxicated drivers during that same period.
Sue Beatty has publicly shared her perspective on the tragedy. She described her daughter as a compassionate individual with a bright disposition and a deep love for animals. Beatty emphasized that no celebration justifies the permanent regret caused by drunk driving.
